EFFE reacts to the adoption by the Council of the EU of two Recommendations on early childhood education and care and on affordable high-quality long-term care.

Our Federation highlights that most care receivers have expressed a need to see a diversification of care models. All models should be structured, developed and affordable to respond to care receivers needs. If they do not have access to diversified care arrangements, citizens are forced to find solutions themselves to complete their work-life balance and care needs and fall back into undeclared work. In Member states where multiple care arrangements are supported as well as the structuration and professionalization of this sector, a clear decrease of undeclared work was identified.
